COEDD Counties

The COEDD region includes Hughes, Lincoln, Okfuskee, Pawnee, Payne, Pottawatomie and Seminole counties.

Established in 1967, COEDD is one of 11 Councils of Governments in the State of Oklahoma, and one of several hundred planning organizations across the country.  As a Council of Governments (COG) we are a sub-state district, and a voluntary association of town, city and county governments.


From these governmental units and from other population segments in the region, 36 representatives are elected to serve on COEDD’s governing board. The board of trustees determines policy for COEDD. We are organized to be flexible and responsive in aiding our members with any issues that may arise.


COEDD provides planning and coordination services to municipalities and assists in the development of solutions to local and regional challenges in land use, community and economic development, planning, transportation and GIS services. We provide municipal support services including grant administration, economic development assistance, transportation and CIP planning, and aging services, with a focus on regional partnerships and cooperation. 

We also coordinate services for older adults through the COEDD Area Agency on Aging (AAA).
